Draft Electricity (Rights of Consumers) Amendment Rules, 2023. Central Govt has released Draft Electricity Power Rules with changes for amendment. The Rules will be called as Electricity (Rights of Consumers) Amendment Rules 2023. The Rules contains, New "Time of the Day" Tariff.

‘Time of Day’ tariff: కొత్తరకం కరెంట్‌ షాక్‌!
రోజూ ఏదో ఒక సమయంలో విద్యుత్‌ వినియోగ డిమాండ్‌ అత్యధికంగా ఉంటుంది. ఆ సమయంలో వాడే కరెంట్‌కు 10 నుంచి 20 శాతం ఛార్జీలు పెంచాలని కేంద్ర విద్యుత్‌శాఖ నిర్ణయించింది.
* టీఓడీ కింద అదనపు ఛార్జీలను ఏ సమయంలో ఎంత వసూలు చేయాలనే అంశాన్ని రాష్ట్ర విద్యుత్‌ నియంత్రణ మండలి (ఈఆర్‌సీ) నిర్ణయిస్తుంది. గరిష్ఠ డిమాండ్‌ సమయాన్ని నిర్ణయించే క్రమంలో సౌర విద్యుత్తు ఉత్పత్తిని కూడా ఈఆర్‌సీ దృష్టిలో ఉంచుకోవాలి. టీవోడీలో కేటగిరీల వారీగా వసూలు చేసే అదనపు ఛార్జీ వివరాలను డిస్కంలు తమ వెబ్‌సైట్‌లో స్పష్టంగా తెలపాలి.
* కనెక్షన్‌ ఇచ్చే ముందు ఎంత లోడుతో ఇచ్చేది నిర్ణయిస్తారు. స్మార్ట్‌మీటర్‌ పెట్టాక.. ఆ లోడుకన్నా ఎక్కువ నమోదైతే మరుసటి నెలలో ‘గరిష్ఠ డిమాండ్‌ లోడు’ పేరుతో జరిమానా వసూలు చేయకూడదు. ఒక నెలలో అదనపు లోడు నమోదైతే.. అంతకుముందు మూడు నెలల సగటు లోడును లెక్కించాలి. ఈ సగటు కూడా కనెక్షన్‌ ఇచ్చినప్పుడు మంజూరు చేసినదానికన్నా ఎక్కువగా ఉంటే మరుసటి క్యాలెండర్‌ ఏడాదిలో మాత్రమే అదనపు రుసుం వసూలు చేయాలి.
"(5) In case of smart meters, the meters shall be read remotely at least once in a day and in case of other pre-payment meters, the meters shall be read by an authorized representative of the distribution licensee at least once in every three months. The data regarding energy consumption shall be made available to the consumer, through website or mobile App or SMS, etc. Consumers having smart pre-payment meters may also be given the data access for checking their consumption and balance amount on real time basis.
5 (A) After the installation of smart meters, no penalty shall be imposed on the consumer based on the Maximum Demand recorded by the smart meter for the period before the installation date.
5(8) In case Maximum Demand recorded by the smart meter exceeds the Sanctioned Load in a month, the bill, for that billing cycle, shall be calculated based on the actual recorded Maximum Demand:
Provided also that the revision of the Sanctioned Load, if any, based on the actual recorded Maximum Demand shall be as under:
(a) In case of increase in Maximum recorded Demand, the lowest of the Maximum Demand of three months, where the recorded Maximum demand has exceeded the sanctioned load limit during a calendar year, shall be considered as the revised Sanctioned Load, and the same shall be automatically reset from the billing cycle in next calendar year.
(b) In case of reduction of Maximum Demand, the revision of Sanctioned Load shall be done in accordance with the Supply codes/ SOPs issued by respective Regulatory Commission.

ఉదయం 6 నుంచి 12, సాయంత్రం 6 నుంచి 9 వరకు అధిక వినియోగం
సాధారణంగా వ్యవసాయ మోటార్లు, పరిశ్రమలు, వీధిదీపాలు, ఇళ్లలో వినియోగం కారణంగా.. ఏపీ, తెలంగాణ సహా పలు రాష్ట్రాల్లో రోజూ ఉదయం 6 నుంచి 12 వరకు, సాయంత్రం 6 నుంచి 9 వరకూ గరిష్ఠ డిమాండ్‌ ఉంటోంది. ఈ సమయాల్లో కోతలు లేకుండా సరఫరా చేయడానికి పంపిణీ సంస్థ (డిస్కం)లు ఇంధన ఎక్స్ఛేంజిలో యూనిట్‌కు రూ.12 చెల్లించి కరెంట్‌ కొంటున్నాయి. దీంతో వాటిపై రూ.వేల కోట్ల అదనపు భారం పడుతోంది. గరిష్ఠ డిమాండ్‌ కొంత సమయం మాత్రమే ఉండి, తర్వాత అందులో సగానికి పడిపోతున్నందున కరెంట్‌ సరఫరా గ్రిడ్‌ నిర్వహణ కూడా సమస్యాత్మకంగా మారుతోంది. ఈ సమస్యల పరిష్కారానికి టీఓడీ విధానాన్ని తెచ్చినట్లు కేంద్ర ప్రభుత్వం తెలిపింది.ముసాయిదాలో పేర్కొన్న ఇతర అంశాలు..
* అన్ని కనెక్షన్లకు స్మార్ట్‌ మీటర్లు ఏర్పాటు చేయాలి. తమ కరెంట్‌ రీడింగ్‌ను వినియోగదారులు మొబైల్‌ యాప్‌ లేదా వెబ్‌సైట్‌లో చూసుకునే అవకాశం కల్పించాలి. ప్రతినెలా విద్యుత్‌ బిల్లును ఎస్‌ఎంఎస్‌, యాప్‌ ద్వారా వారికి నేరుగా పంపించాలి.* టీఓడీ కింద అదనపు ఛార్జీలను ఏ సమయంలో ఎంత వసూలు చేయాలనే అంశాన్ని రాష్ట్ర విద్యుత్‌ నియంత్రణ మండలి (ఈఆర్‌సీ) నిర్ణయిస్తుంది. గరిష్ఠ డిమాండ్‌ సమయాన్ని నిర్ణయించే క్రమంలో సౌర విద్యుత్తు ఉత్పత్తిని కూడా ఈఆర్‌సీ దృష్టిలో ఉంచుకోవాలి. టీవోడీలో కేటగిరీల వారీగా వసూలు చేసే అదనపు ఛార్జీ వివరాలను డిస్కంలు తమ వెబ్‌సైట్‌లో స్పష్టంగా తెలపాలి.

The Electricity (Rights of Consumers) Amendment Rules, 2023
1. In the Electricity (Rights of Consumers) Rules, 2020 (hereinafter referred to as the principal rules), in rule 5, for sub-rule 5, the following sub-rules shall be substituted, namely: -"(5) In case of smart meters, the meters shall be read remotely at least once in a day and in case of other pre-payment meters, the meters shall be read by an authorized representative of the distribution licensee at least once in every three months. The data regarding energy consumption shall be made available to the consumer, through website or mobile App or SMS, etc. Consumers having smart pre-payment meters may also be given the data access for checking their consumption and balance amount on real time basis.
5 (A) After the installation of smart meters, no penalty shall be imposed on the consumer based on the Maximum Demand recorded by the smart meter for the period before the installation date.

Time of Day (ToD) tariff System
2. In the principal rules, in rule 6, for sub-rule 1, the following sub-rule shall be substituted, namely: -"1(a) Time of Day (ToD) tariff shall be made effective immediately after installation of Smart meters, for the particular category of consumers with smart meters.
Time of Day (ToD) tariff for Commercial and lndustrial (C&I) consumers having Maximum Demand up to 10 kW shall be made effective from a date not later than 1st April, 2024 and for other consumers except agricultural consumers, the ToD tariff shall be made effective not later than 1st April, 2025:
Provided further that the ToD Tariff specified by the State Commission for C&I consumers during peak period of the day shall not be less than 1.20 times the normal tariff and for other consumers, it shall not be less than 1.10 times the normal tariff:
Provided further that tariff for solar hours of the day, specified by the State Commission shall be at least 20% less than the normal tariff for that category of consumers:
Provided also that the duration of peak hours shall not be more than solar hours as notified by the State Commission or SLDC.
1(b)Tariff for each category of consumers shall be displayed on distribution licensee's website and consumers shall be notified of change in tariff including fuel surcharge and other charges, a full billing cycle ahead of time, through distribution licensee's website as well as through energy bills/SMS/Mobile App etc."
